My compurter wont go past the sign in screen

Ok.. tried the f8 but there is no command line there.  What is there is:
1)  Normal
2) Logged  (BOOTLOG.TXT)
3) Safe mode
4) Step-by-step confirmation

I have tried all four, but there are no command opportunities under any of them.

Any other suggestions?

chose safe mode......then go to start/programs/accessiores.......now you see the MSDOS prompt....<type this after it>scanreg/fix      

The command look like this C:\>WINDOWS SCANREG/FIX

Tried starting it up in the safe mode.  It does the same thing as in the regular mode.  In both, it goes to the point after it checks for the mouse, etc, then it has the sign-in screen.  After the password is entered it just sits.  There is no Start button to click on.  There are NO programs of any kind to try. No icons, no words (other than "safe mode" in all four corner)  Windows hasn't loaded, I have tried putting in a CD game to force it,  the light on the puter indicates it is trying, but then it quits.   any other guesses?
