This makes no sense at all. Besides, if anybody looks down their nose at anybody it would be because they were taller then those they were looking at and they were wearing a neck brace and therefore were unable to look down with their head. And in such circumstances one can hardly say that's an arrogant action, as long as eye contact is made it doesn't matter what the proximity of their line of site is to their nose.
