Internet running very slow and CPU usage is showing 100%

Hi
   From last couple of days my internet is running very slow. For me downloading speed is 16kbps-30kbps. While rest of the computer on the same network has more than 2-3Mbps. Please suggest me how to fix this issue.. My CPU usage is showing 100% continuously...
