USB Toy battery problem?

Recently I got some cheap USB 'Toys.' You know what I mean. Cheap knock-off of the Apple  i pod and similar things.

Had trouble getting Windows XP to recognize the USB device. Until the battery was at full charge. Tried two desktops as well as this laptop. All running  SP-3

But now I am thinking it was something else. Default settings, hardware drives or something. I am terrible at keeping notes.

Sp my question is -
Would having a under changed battery stop a cheap mp3 player from working in Windows?
Has anybody ever had this kind of problem?  :(

My old iRiver T60, though not cheap, needs a full battery in order to be recognized by my computer.

    Could be that the USB draws power from the device as opposed to the computer (stupid if it does), which would explain why it will not recognise unless full battery.
    Best solution? Buy an ipod :)

    Or a Sandisk Sansa Fuze.  Windows can recognize mine even when the battery is completely drained.
