i p address

help,my daughters toshiba laptop will not connect to internet.we had a charter communications technician to the house and he said that when trying to connect to internet explorer,the lap top was not locating the correct i p address and he did not know why or how to correct it.? anybody have the answer?

If you had a technician come over, could he not at least correct the problem?
