if you are using the Windows operating system it should be no difficulty in formatting the drive. In and, if you try to open the drive you'll get a message that says the drive is formatted and would like to format the drive..
Before we go any further you should tell us which ratings system you're using. Also, there is some concern about what you want to format the drive. You mean an external drive? Surely you don't mean you want to format the drive that is in the computer and contains the operating system.
Please explain to us what you can do and what kind of computer and what kind of operating system you have.
