I have had this problem for two days and followed all the recommended cures, god knows what I have ticked in my Internet connections box to cure it. It was effecting my photobucket account and my tool bars refused to load, I was thinking it was because I had clicked to update my Adobe flash player, then realised my java was,nt working. I then remembered I had also updated mozilla firefox, and this was the problem I uninstalled firefox and reinstalled the older version and the java started downloading. It is all working again now so I thought I would leave this tip just in case anybody else as the same problem. Dave.
