Why when I buy blank CD that state 700 MB there is only 539 MB on disk?  I have some programs I wish to copy that are 649 MB and on Cd's.  What do I do?

Get a DVD burner...4.2G on 1 DVD...

You are using the UDF filesystem which has an overhead which leaves 539 MB for your data. If you using burning software and ISO-9660 filesystem you will get the full 700 MB.
