I'm not so sure, Citigroup operates financial services in 140 countries. Barclays is based in the UK and also operates worldwide.  Depends on how and where their email data is stored.

It's just a standard phishing scam... the fact that they managed to acquire information that allowed them to have a more likely bank for their targets doesn't change the fact that those victims shouldn't be following links in e-mails anyway.
