Computer loads but will not open the programs

Have a dell pc with windows xp svc  pack 3.  upgraded the avg then wanted to restart to update the program. Now it will not let me access the programs once it has rebooted.

Please explain EXACTLY what you mean by "it will not let me access the programs"
