This settings on Filtering MAC Address might differ on OS and Router brand but mostly similar in configurations for you to use as a guide.
 http://www.wikihow.com/Create-Machine-Address-Filter-List-on-a-Home-Router . If you happen to have any Manual, check on the required setup for you to make.

Since an access control list is usually...or most likely a Parental control it would seem you were not the one who set it up...
Therefore we can assist no further.
