Would there be some kind of tests for my PC to diagonse the external hard drive? It was the same hard drive that I had in my PC. I had someone put in a 1TB.

It's a Windows sound as in finding drivers, but nothing is found. I just realized it's not when I connect my power cord. It's when I connect my USB cable.

Take it to a repair shop or ask a friend who knows about computers to look at it for you.

I've frequently (to my wife's consternation) used kitchen knives or table knives in place of screwdrivers; they do in a pinch.  But possibly if you're not the kind of person who has tools, you may also not be the kind of person to undertake this repair yourself?

One alternative is to plug in the external hard drive and boot from a live Linux distribution such as Parted Magic.  If that doesn't detect it, basically nothing will; you can assume it's a hardware fault (in which case refer to Salmon Trout's advice above).

You should never update drivers via windows update...
Travel to your MBoard manuf. site...search by your model# and OS...and DLoad and install the correct ones.

My computer came pre-installed with Vista Home Basic as the OS. I have eMachines, and the model # is EL1200-07w

Many OEM drives have custom MBR's to access utilities & restore partitions.  Try a 3rd party tool like: Partition Wizard Home Edition or the drive manufacturer's diagnostic utility.  http://www.tacktech.com/display.cfm?ttid=287

You would be better off to image the entire drive with Macrium Reflect, then restore the image to the new drive.

Will Partition Wizard Home Edition format the drive? I was doing some research on my problems, and I saw drives inside of Disk Management under Manage. I right clicked on one of the drives. It says USB Flash Drive. I don't see it under My Computer, and I don't see a format option.

Since you never used it before, the drive enclosure is probably no good.
