completely locked out of all administrative tasks and commands

You find yourself fixing a computer that has a piece of rouge adware. You are completely locked out of all administrative tasks and commands both in and out of safe mode. You are unable to access task manager, command line, your local disks and you can not log off, switch user, restart or shutdown. What do you do? Because I'm Going Insane ... Can This Be A Virues Or Something Else.
