I need help making broadband into phone line internet.

Hold on... you are apparently very confused... There is a difference between DSL and Dial-up. There is no reason to switch from DSL Broadband back to painfully slow Dial-Up.
You need to contact an ISP in your area to allow DSL access through your phone-line. Once you have registered and they have activated a package for you, they will give you a Modem, which you can then connect to a Router for internet access.

So, you have two ISPs.  Why?  What DSL speed are you paying for with CenturyLink?  They offer much higher speeds that what you're getting if you're willing to pay for a higher-speed plan.  And, your other ISP, Charter Communications offers phone service if you're willing to pay for it.  So, why have both ISPs? 

If you want to completely avoid paying for regular phone service, then Skype or another Internet phone service is an option if you're willing to accept the lmitations of using your computer for phone communication.  By limitation, I mean needing to have your computer on in order to make or receive phone calls and perhaps less reliability and sound quality for voice communication than with a regular phone service.

Anyway, to switch from DSL/Broadband/cable to Dial-up, follow these simple steps:

1. plug a telephone jack into the modem on the computer
2. change network setup to usethe dial-up adapter (modem) instead of your NIC.

If the real question is that you want to connect a computer that only has a modem to broadband, you can't. install a NIC.
