When ever an ISP runs fiber to the home you will get speeds like that.  The reason we all can't get speeds like that is cost.  To run fiber to every home in North America would easily cost over a trillion dollars (and maybe a lot more).  That may happen but it will take at least 20 years at best.  There are still a lot of working phone cables that are over 60 years old.
