Do you already have Windows 2003 installed? Do you have more that ten other PCs that need to use the server? Have you studied the documentation?

Some tools on the server have to be licensed. Often there is some way to have the users share the server in such a way that no more that ten are really using it at the same time.
For more information, consult the documentation from Microsoft to find out if your really need more that ten other PCs using the server at the same time.

The limit of ten users means ten people really using the same tool at the same time.

You can have as many user licences as you like with Windows Server 2003 - you just need to pay for the licences.

That just looks like the account used to join the computer to the domain did not have sufficient permissions to do so.  Did you enter a domain administrator's username/password?
