original Dell Drivers and utilities cd and a new hard drive

my hard drive is broke with a 0146 error. so im going to buy a new hard drive from dell.if i buy a new one and i have a drivers and utilities disc that came from the computer can use that to get my operating system from the disc to the new hard drive.. or does the operation system come pre installed on the new hard drive?
i have a dell inspiron 15r windows 7

If you can still boot with your old hd you should create an image with disc imaging software and then restore it on the new drive. If you cannot, then you will have to install the OS on the new drive from scratch.

i cant boot anything from my hard drive... would i have to pay for a whole new os?
