this is an old issue and now  I want to try to fix it

so my computer wasn't giving me any volume so  I did a system restore after that I get the error message

       Explorer.exe unable to locate component
This application has failed to start because Browseui.dll was not found.
Re-installing the application may fix this problem.

I logged into windows but then I only see the desktop/background that is all no icons or anything
