Win XP activation loop weird?

Hello world!
This is not my day. a Buddy of mine decided to reinstall his computer and installed windows XP on a HP Dc5000 Sff. anyways problem is the fact is he gets to the log on screen, we log in and we get a window displaying
"would you like to activate windows now?" yes or no
clicking no would log you out, clicking yes i get a windows saying
"windows is already activated" and i click "ok" and it logs me back out..

and its stuck in this loop. i cant get into windows at all. any help?

Hp dc 5000
2.8ghz P4 HP
1.7 something GB ram
80GB hard drive
win XP not sure what version..

In order to move around this try logging into safemode temporarily...
If it loads successfully then you want to use the activation hotline MS provides...

P.S. They are pretty helpful and not the ogres they are made out to be...
I suspect one of the mandatory services needed is not running that creates this issue.
