No new folder option when I right click

I searched for this problem but I didn't see anything that would fix my problem.When I right click on the desktop or in my documents the option for a new folder is missing. I have Windows 7 home premium. Is that normal?

When you right click on the desktop or on My Documents, do you see "New" on the menu? 

If you open Windows Explorer and click on My Documents (in the left column), does your Explorer window show a button titled New Folder at the top (under the Menu bar)?
