Can't read file header

If I double click on a folder, say Documents or Music, I get this message but if I right click on it, it works okay.

C:users/Owner\Downloads/thumbs:Can’t read file header! Unknown file format, empty/damaged file or file not found! (for unicode file names please activate the Unicode Plugin Properties  Languages)
 After the word Properties there is an arrow pointing right but my keyboardwould not type it .In the message header it says IrfanView Thumbnails.

Also, When I download a program I  usually download to desktop right hand  click and check for viruses.   When I go to Open Folder, I get the same message.
