And if so, can it run equally fast or even faster? or is there nothing like the real dos for these tools, such as hdd regenerator and low level formatting tools.
Also could it recognize things that dos would not recognize such a 3.0 usb ports and such?

No idea what virtual DOS in Win7 means...
If you mean compatibility mode No...it's not DOS.

You need to explain what is meant by 'bookable tools'.

The VM  on a common PC does not visualize the boot up thing.
