I'm  looking for something that would provide internet service, without having to involve an ISP but, that you would still have to pay on a monthly basis like through straight talk or some other service

Not sure what you mean. The normal ways of getting Internet are:
1 Over a phone line using a low speed modem.
    2. Over a phone line using the ADSL protocol.
    3. Over a cable used also for cable TV service.
    4. Over a private microwave service.
    5. Some form of the Wi-Fi services.
    6. Using a Smartphone with 3G or 4G cell service with data.

The later requires a Smartphone that can display Web pages and a service contract that allows the user to send and receive data of the cell phone system. The price is not set by the number of minutes, instead iit is by the amount data downloaded.  It can be very pricey. People often pay about $50 a month in addition to the regular cellular phone service.

Here is a partial list  of some major companies in the USA.

Does this information help any?  :)
