Windows 10 cheap ... is this legit?

Was looking at a deal to get Windows 10 64-bit for $99.99 online as a black friday deal at newegg and was wondering how much off retail that is, Microsoft has it for $119.99. Then this website showed up and I was like ... WHAT? can this even be legit at the prices? The only way to get keys that cheap is through authorized refurbishers if the keys are being used on refurbs in which I was told older hardware can be sold as refurb with say Windows 7 with Windows 7 not costing retail but a drastically cheaper cost to the refurbisher company. But that key had to be associated with hardware at the refurb business before it left there. It wasnt just here is a key on a piece of paper to use as this business is promoting with keys via e-mail.

 I wasnt aware of it being legal for a company with refurb rights to keys being able to sell the keys slightly above what microsoft is charging for them to the general public, especially with Windows 10 for $34.50 for pro and $30.00 for home editions. Even when i was in college and got software and OS at a reduced student rate the price tags werent this heavily discounted.

This to me sounds like, a place taking in electronic junk and lifting keys off of dead computers to resell which is illegal according to EULA. (Second Hand) to me = Lifted Keys from dead computers.
