Win98 Taskbar behavior

I've been rebuilding my daughter's computer and thought I was done, but I noticed that whenever I launch a new window, the only opnes that show up on the taskbar are IE and Firefox windows.  Nothing else seems to cause a tab to be created on the taskbar (not even standard Windows programs like Window Explorer, System tools, etc.)

Just for the heck of it, I started the system up in Safe mode and everything seems to function normally there.

Any clues/hints on what I should look for?     :-/

What is loaded at the start........type msconfig in run box to find out........and what version of ie is used.......

forget the firefox hype........is also has flaws.......hidden from the pc user.?
