Scrolling problem

My mouse will not let me scroll, this does not happen all of the time, I may go o/k for an hour, then all of a sudden I cannot scroll, turning the puter off, system restore,clean disk, etc  makes no difference, it just comes right on it's own until the next time, can someone please help

Have you swapped out the mouse yet?  Also when this happens try the up / down arrow keys when selecting the slider and see if that works in place of the scroll.
