I am not familiar with Packard Bell.  :(
    So Let me guess.

Somehow a significant change was made to the system that prevents the recovery program from doing is task.

I am not familiar with Packard Bell.  :(

Do you have a model number? Does the machine have a COA sticker  or Product Key that is for Windows?

Do you need this machine? Support for older Packard-bell is hard to find. I think
    Di you try?

It seems the Packard Bell started life running windows 7 back in 2012. Because  it is now running Windows 10 the recovery disks which the Packard bell software makes are no longer valid.
I think the reason you are getting the error is the recovery build software is checking the hard drive and finding a Windows 10 boot , not Windows 7.
Windows 10 has a tool to make a repair disk. This is a a good tool for anyone running win 10. You can find it with a search in windows for "recovery media Creator ".  Select the option to copy windows system files.
This can be a DVD or pen drive. I believe anyone running Win 10 should have one for each computer.
But better still, is a full backup done often of the whole hard drive.  :)

You would be better served usin a disc imaging app instead of relying on Windows which has failed miserably for me in the past...

I use and recommend Acronis for this...not Free.
2 best free choices out there are Easus ToDo and Macrium Reflect.

            Acronis
I think you can still get a free copy of Acronis from Western Digital.
            Google it.
            Or go here:
            https://support.wdc.com/downloads.aspx
If one of your drives is a WD, it will also use the other drives.   ;D

Use Macrium. All day, just keep in mind that without incremental back ups any changes after cloning/imaging will not be available in the event of failure.
