I decided to go ahead with the Simple New Volume wizard but chickened out when it warned me that I was about to convert the basic disk to a dynamic disk (I've learned that this is because basic disks support a max of 4 partitions).  Are there any risks with this?

I have never used dynamic discs.
My simple volume has seven  partitions. Three are primary and four are logical. This works in Windows XP, Windows 7 64 bit  and Windows 10. The disc is aMBR becuase my hardware is legacy, a Dell 755.

A Google check shows some people do not like dynamic disks.

That is the limit of my knowledge.  :)

Dynamic Disks IMO are nothing but trouble.

It is possible to have more than 4 partitions on a Basic disk, if you use the GPT Partitioning scheme. That has it's own considerations too, of course.

OK, looks like what I've been trying to do for the last few days was never going to work in the first place.  As an alternative, could I expand the partition that's become G: and use that for file storage?  What will that be?  It's currently empty.  If not, it looks like I'll have to go back and redo things with all the space in C: together with Windows.

the ~455MB Partition is a Windows 10 Recovery partition.

I don't know specifically what that is or what it does. Presumably related to the Windows Recovery Environment. I also do not know why it is created on some systems and not on others and seemingly exists at the same time as other recovery partitions.
