    Which the recommended tool to extract an bootable Windows 10 ISO to computer?

    what is it you are trying to achieve?

    Win10 natively can open ISO files - right click the ISO file and choose Open With > Windows Explorer.
    that will mount it as a virtual CD unit and you can do whatever you want with it's contents; run the setup.exe, copy/paste files etc.

    The best way to do this is use a clean formatted USB stik and the Free Media Creator Tool at the MS site...

    Other option available also, using the same tool that Patio stated, is to burn a bootable Windows 10 disc if you don't have a USB stick large enough available. And install off of that DVD-R if this is an installation your trying to accomplish. This takes the ISO file and forms it back to its original form for DVD or USB media and sets the media as bootable.

      Extract Windows 7 bootable ISO to reinstall the OS
