Windows is blocking access to an exe file

There is a program I need to install but Windows is blocking the .exe file. It says "to protect your computer, some files were blocked" when I try to unzip it.

It's an HP computer and the help on it has never worked from day one. How can I bypass this? I know for sure it's an okay file....

    Oh yeah. It's funny because I've downloaded tons of programs before and have not had to deal with this before.

    what is the complete error message - word for word? Is this some kind of warez? Are we sure yoour computer is clean? If the help doesn't work correctly, whatt else doesn't?

    It's clean...like I said, the HP help didn't work when we bought it new 2 years. It has nothing to do with it being clean. Everything else works perfectly and I haven't had this problem before.

      1.. Save the file onto your computer.
      2.. Click Start, click My Computer, and navigate to the file that you saved.
      3.. Right-click the file that you saved, and then click Properties.
      4.. Click Unblock near the bottom of the dialog box.
                                             or
      Try this: Open Administrative Tools (Control Panel), select Services, scroll to Security Center, stop it if it's running and then select "Disable" and apply.
