Free Conference Calls with Google Voice?

This is a question, not a recommendation.
Conference calling can be expensive.
So how can Google offer it for free?

Yes, I  have used Google duo. Once. But what about this thing of 12 people l at one time? They claim it does both audio and video. Really?
