First boot black screen and freezing

Greetings,

As the title states. Got a Sandy Bridge i7 PC that seems to boot to a black screen after initial setup. Powering it down twice will get it to its setup. The system will run fine but then will freeze at times when shutting it down, or restarting it.

Read online that this is a secure boot/fast boot issue. The bios has no such options to turn off. Tested the hard drive and ram and they passed. Im out of ideas, besides still trying different ram and a different hard drive.

Thoughts? tried using both the very latest of windows 10, and tried 1809 build.
