Not Permitted to Access Tik-Tok on Chrome

Sometimes, on Chrome, when I try to access Tik-Tok, I get the error message:

"Access Denied
You don't have permission to access "http://www.tiktok.com/en/" on this server.

Sometimes, I can after rebooting the PC, but other times, I get this message all day. Then next day, everything's fine.

What does this mean? How can I readjust things to bypass this?

I faced a similar issue on Google chrome. It was a chrome extension causing the problem. Just disable all the extensions and see if the issue is fixed.
