Need help lining out the IE Tool Bar

I am cleaning up an old Proteva computer, it has Windows 98SE on it.

It had no AV at all, no adware, spyware, malware protection at all. Never had a single Microsoft update put in it. Yes it was bad.

I have got it showing clean now with Avast, A2 Squared, Spybot, Ad-Aware, CCleaner. All ran in safe mode after getting updates, and then not in safe mode.

When I open an IE page the icons on the top of the page are not right.

It has no File / Edit / View / etc. It just has the back / forward / and so on, icons. The "File" is just a tab on the far right side of the screen. You click that tab and its all there, file, edit, view, etc.

I can right click on the tool bar, make changes and get the file / edit / view, to show. But I can not get them stacked on top of each other, where you can see it all at the same time. Its one or the other.

What am I missing.

If you right click on the toolbar area and select Customize, do you see a button labeled Reset?  If so, try it and see whether that solves the problem.

No that did not work, but I got it lined out. Then "Locked the Toolbar"

On the vertical seperator bars, I drug the one from the edge of "file", then tried it on another and finally was able to get the look back right. I had tried dragging before, but nothing moved. I just needed to be on the seperator bars.
