I cant access the CD drive

Whenever I insert a CD or DVD, it will not let my open it.
It just sits there, in the My Computer window, and doesn't ever open.
What could the problem be?

A dying CD drive? The optics go long before the mechanics fail. That is, the tray continues to be able to open/close, but it will not function.

Sorry, forgot to include LOTS of stuff.
OS: Windows XP
CD Drive: DVD/CD R/W
After restarting, I a message (see picture)
Also, the computer is only about 1 yr old. There's no way that it could be going kerput now.

And the CD ROM is not read only.

Fixed it.
The drive was marked as not recordable.
(Cant say I know how it got that way)
I will just copy the file, and see if it workes.
Does anyone know of any good skin programs for Windows 98?
