Windows 98 Start-Up Issues

I have a computer running Windows 98 and i can't start-up.  

I've disabled the password feature and I get an error saying that Explorer caused an illegal operation.

When I click on the Details button the first two lines say as follows: Explorer caused an invalid page fault in module  EXPLORER.EXE at 015f: 00401f31.

Any one know what i can do about this? A reinstallation of Windows I'll treat as a last resort.   :-/

The most important factor is what happened prior to this? Are you sure you are free of malware? Can you boot in safe mode?
