DVD's playing in slow motion?

When I put a DVD into my laptop, it plays it in slowmotion?  Does anybody know why? or how to fix this problem?  I tried cleaning the DVD drive and CD, but Im still getting the same results

See below and provide a LOT of information, including all the hardware involved, has it walways been this way, if not, what has changed, operating system and service pack, dvd software and version, etc., etc.

What program do you use to watch DVD's?
And now here's what scares me:
Optical drives shouldn't be taken apart (that's my opinion) and the laser shouldn't ever be touched. How on earth did you clean it?

I used a cleaning disk that I bought at the store....somebody mentioned it might be my video card, not enough power to be able to watch a dvd movie?  What is a good vidoe card? and how much will it run me price wise?
