Windows Explorer Error

My Computer:
Windows 98 SE
ATI RAGE Turbo Pro
10Gb Hard Drive (7.6Gb used)
320RAM

The Problem:
Not too recently, I've been getting error messages for Explorer (those particular ones with the red symbol and the "X" or something like that). As soon as I click ok, another message pops up (this time with a yellow symbol) stating something is wrong with Internet Explorer. Once I press the confirmation on that, one of three things happen:

1)If Internet Explorer is open, it will close.
2) If Windows Explorer (like if I were to casually just open "My Documents") is open, then it would close and then my desktop would refresh and then some of the icons in my system tray would disappear.
3) Both

Plus, my computer currently lags alot, especially when opening drop down menus and clicking the start button. There's like a two second delay before the sound plays and the menu drops and my mouse sometimes freezes in place and then after like 2 or 3 seconds, i can move it again.

I'm sorry I can't be more specific about the warnings, but I'll try and get some screenshots of the messages along with the exact text and what happens after.
So far, I've run system defrag, scandisk, Ad-Aware, Spybot, avast!, and HouseCall and removed everything. I used HJT, but I couldn't find any suspicious values.

Please don't just suggest on buying a new computer. I will be soon, but until then, I have to try and fix this.

Problem might be caused by one or more corrupt system files.  Run SFC (System File Checker)

Remember that removing a virus will not necessarily repair all the damage it has done.  A reinstallation of Windows (or a repair install) may be necessary.

What's system file checker? If it's a default program with Windows, I can't find it.

Here's info on using System File Checker, including where to find it and how to start it: Description of the System File Checker Tool (Sfc.exe).  Alternatively, System File Checker can be started via Start, Run, and typing sfc in the Run box.  You may need your Win 98SE CD to complete this procedure.
