Win 98 SE reg hack question

I need to stop browsing to the web on a win98 machine. I have set an invalid proxy and have made exclusions to allow only approved websites. How do I disable the "Lan Settings" button that allows access to the proxy setup? I found the information in the registry (regedit) that pertains to the settings in the area but I could not find any reference to the "Lan Settings" button to stop access.

If you are trying to lock down the machine, you probably need the Windows 98 resource kit for administrators.  But 98 is not very secure I'm afraid, so your success will largely depend on the aptitude of the person you are trying to restrict...
