DirectX, Drivers, and other unknown problems

Firstly, I have internet, but don't expect to see me here very often, its Dial-Up until we get out high speed.
(To increase their speed quality, they decrease image quality. This kind of sucks)

I am having a hardware/driver/Windows issue, and since this is my favorite board (the Others board), and since this problem relates to a few things, I will put it here. If there are any moderators that feel different, please move the post.

We just got a new graphics card, specifically for playing the Sims 2

Unfortunately, the card does not seem to be able to run the game, though it should
We get the following error when starting the game:

"Failed to find any DirectX 9.0c compatible graphics adapters in this system! Please make sure you have DirectX 9.0c compatible graphics adapter and have installed the latest drivers provided b the manufacturer. This application will now terminate. "


our card, as seen in the link above, is compatible with DirectX Version 9.
What is causing this problem, and how can I fix it?

I have installed the drivers, it didn't work. I installed some Microsoft drivers that were downloaded automatically from the Internet, and that didn't solve the problem.
dxdiag and EaSy info shows no video memory detected (though the card has 256MB RAM installed, and dedicated)

One major problem is that the manufacturer site doesent seem to have Driver updates, so I cant really download them.

If you think you know the solution, or something that may help (or even a site where you can download Drivers free and safe), then please, by all means, post every troubleshoot step you have. This is my favorite game, and I am greatly desperate.

    Sorry...when you get to that driver download...it ends up being a dead link.  I should have investigated further...

    Eh, its okay. I found the same driver link before, it didnt work then. I sent ChainTech an email, and they gave me what I assume to be an automated responce in Chinese

    My computer and card meet the minimum requirements for the Sims 2

    Its working, and I think I should give one heck of a good explanation as to why I couldn’t get it to work.
    Firstly, lets start with “STUPID DRIVERS!”
    It was because of my Remote Control software that I had to use to do everything
    You see, the remote software has its own driver that mirrors the computer screen image. That driver is not DirectX 9.0 compatible, its not for displaying great graphics, and it kind of replaces the real card when in use. It blocked the ability for me to see that.
    Having someone on the actual computer trying to run the game worked since the actual computer uses its own card, not a computerized one.

    My sister described the graphics quality to me, and claimed that everything was brighter, and amazing. Everything is much better. No longer are objects in the game blurs, they are detailed. There is a waxing moon in the sky, surrounded by beautiful stars.

    yup

    We hadent the slightest idea that there were stars in the sky... none at all. It used to just be a dark blue like plastic, and nothing more (but there was a moon, just no phases)
