Not detecting c: drive

I have an AMD233 computer with a hard drive, second hard drive, cdrom.  When I boot up it only detects a secondary master but no primary master.  Any suggestions?  We've checked jumpers and ribbons.....

Is this reading coming from your system BIOS or from the screen that automatically loads during boot?  I would triple check the jumpers and IDE's
