Windows ME Lock-up

When I try to install the drivers for a new network card or modem, my Windows ME locks-up before the drivers are installed.  When I re-boot the system does not recognize the card.  If I try to install the drivers my machine locks-up again.
Does anyone have any ideas?????

Try installing card in different slot.  Sometimes that works.
