PC not booting, siren beep sound.

I recently built my PC and and when i try to boot up it will not turn the monitor on and it makes, first of all One long beep sound, then short pause, then contiuous Euro siren sound.  What does this mean.  My computer has phoenix bios if that helps any. thank you any help will be greatly appreciated.

Are you sure your memory is seated properly?

BIOS beep codes.......

    Sometimes you need to put the RAM sticks in alternate slots as opposed to next to each other.

    Yes but i only have one memory stick, it is a 1gb stick and i have tried it in different slots and still the same error beep codes.

      What is the motherboard?
      if you have 2 or 3 slots some motherboards will work all right,
       but if you have 4 slots they must be paired, one each in either first and third or  one each in the First and second, often the nearest pair to the CPU as a rull.
      the motherboard manufacturer and spec name numbers would help us a lot.
      Please give as much information regarding the Specification and components of your computer and a note about what you were doing when the problem arose and any other relevant thing that you think may help.

      Is this the proper RAM for that MBoard ? ?

      Reseat evertyhing. Apply thermal paste. Connect all power connectors.
