Hard Drive Space

My problem is that yesterday I had at least three quarters of my hard drive free but my computer needed some clean up so I deleted unneeded programs, themes, etc. then today my hard drive was almost used up so I went back and deleted more. After restarting my computer more of my hard drive is used up. I keep getting Low Disk Space message. Two questions what could be eating up my hard drive? Is there anyway of correcting this without reformatting my computer? I am running Windows ME, I have a 19.0 GB hard drive and right now it says I'm using 18.0 GB. I thank anyone for info.

have you tried disk cleanup up...start /programs/accessiories/ disk cleanup....and also use  disk defrag..
