Unprotected Surge

My old Sony PCV90 displays prompt :
ATI-264GT/A2 PSEUDO EDO BIOS 2.199
Key board does'nt work, mouse does'nt work, same prompt at reboot with recovery disc in. The previous day there was a power outage and there was no protection. Is it worth the $100.00 for a 40g hard drive and 128k RAM memory upgrade as a back up machine? I'll likely pass if it also needs a mother board and or processor.

My first guess would be mainboard fried.  But have tried to get into the bios at boot up?  And exactly what does it do when starting up any beep, display(sony pic, ram count, dos, etc.?

No beeps!  just a prompt dash flashing and then :

Well after some research I can only gather that the ATI264GT is the video card I dont know if it is onboard.  If you are unable to get into the bios I doubt you could even try a different video card to test if that is the problem.  Sony really doesnt have much of a support site for the record.  I am thinking its toast...sorry
