Well I'm not sure if you want to completely make your own website and host it but I'll put some good websites down for beginners that I know of that are a great way to start off.
http://www.freewebs.com This is a neat site, which allows you to pick a template, add mini clip games, a blog, guest book, shout boxes, post your own videos, flash clips and movies and I use this myself and definitely recommend it.
http://www.piczo.com This is a good site which allows you to customize the site alot, using html and other types of codes. This site is the best for customizing because of the HTML feature, picture feature but I can't remember if there is a video feature.
http://javascript.internet.com/ Good site to get codes for neat add ons for your sites.
The two links I posted at the top, allow you to have and customize and host a website for free. Although the domain name will incorporate the name in some way there are ways to shorten it for example sites like:
