And I didn't notice any programs that might be causing a significant amount of lag. ZoneAlarm sometimes causes this sort of problem, but you said you tried disabling it. I have a few suggestions...
Go to your computer's manufacturer's site and download/install the latest video drivers.
Open up your computer and make sure you clean out all of the dust with a can of compressed air. You might want to wear a face mask. Absolutely do not use a vacuum cleaner. Boot up your computer while still open and make sure all of the fans are working properly.
Use a program like
SpeedFan or
PC Wizard to check on your temperatures.
Try borrowing your brother's RAM and test out a few games. Does this make a difference? If so, you might want to consider purchasing more RAM for your computer.
If all else fails, you can back up all of your important data and then try reformatting.
