What is your email application? What happens if you right click the pictures and choose "save as..."?
Is it pictures from some senders only or is it all pictures from all senders? If you can see some pictures but not others, I would suspect the sender may not have their program set to send pictures.
Otherwise, if you are using Outlook Express, check this setting in Tools> Options> Security tab. Uncheck the Block images and other external content in HTML e-mail check box if it is checked, then click OK.
