Another reason it's false:

You can delete the SAM file from %SYSTEMROOT%\System32\Config and it will reset the admin password back to blank. The only downside to this method is if there are other user's accounts on the computer as well. It will delete the SID's for all accounts, but the users' folders will still remain in Documents and Settings.
