Windows 98 freezes and goes to safe mode

windows 98 freezes on welcome screen and when i reset it goes into safe mode. when i go system performance, it says "compatibility mode paging reduces overall system performance" and also that drive a and c "using msdos compatibility mode file sys"  please help

Thanks for your help but tried everything on link but it didnt work. Any ideas?

locate the c:\windows\options\cabs folder now scroll down the list......and next to the  reg32 icon .....click the setup icon it will re-install the system..without losing any files and no disk is needed in doing this !..and a tip  always clean pc up before shutting it down<tools/internet options delete files and clear history..........its a good habit to have.....or an alternative is to type scanreg/restore after the msdos prompt and answer yes to the splash screen and the chose the last good cabinet file......
